The Maloof Money Cup -- the world’s greatest skateboarding competition airing on NBC and MTV2 this July &#9135; announces the top 36 street skaters who will compete in the 2009 event taking place July 10-12 at the OC Fair &amp; Event Center in Costa Mesa, Calif., during opening weekend of the OC Fair.<br />
<br />
Last year’s street competition showcased some of the most progressive skateboarding ever witnessed in a contest. This year, the Maloof Money Cup, part of Alli, the Alliance for Action Sports, will once again set the bar with the most impressive and comprehensive group of skaters ever assembled for a competition.<br />
<br />
Presented by etnies and Monster Energy, the Maloof Money Cup is the largest pursed event in the history of professional skateboarding with more than $450,000 in cash and prizes awarded in three professional U.S. Championship Competitions, including the Carl’s Jr. U.S. Pro Vert Championship, the Zoo York U.S. Pro Street Championship, U.S. Women’s Pro Street and the World Industries Amateur Street and Vert Championship. New this year, Tech Deck will award $10,000 to the skater with the “Best Trick” of the Street contest.<br />

“This is an unbelievable list of competitors,” said Joe Maloof. “We’ve got some of the most respected skaters in the industry, some who haven’t competed in years, along with some of the greatest contest skaters out there. We’re so grateful to the skateboarding community that has embraced us and worked with us to create something truly remarkable. This year’s event is really unprecedented in regards to the level of talent assembled and the course designs. It's a hard-knock life for most action sports athletes.<br />
They routinely bash their bodies, but find it nearly impossible to get health insurance that will cover their most serious needs.<br />
<br />
Major league professional athletes don't have that problem as their medical insurance is part of their unions' collective bargaining agreements.<br />
<br />
The Maloof family has seen both sides of the situation.<br />
<br />
As owners of the National Basketball Association's Sacramento Kings and The Palms Hotel and Casino in Las Vegas, they are required to make sure that their basketball players get the medical help they need when injury strikes.<br />
<br />
As organizers of the richest skateboard event in the world — their Maloof Money Cup pays $100,000 to the winner — they also recognize that many competitive skaters lack even basic health insurance coverage.<br />
<br />
&quot;When I saw Jake Brown fall 60 feet at the 2007 X Games and then walk off, my first thought was, 'I wonder if he has health insurance?,' &quot; says Joe Maloof, president of the Maloof Companies. &quot;I decided we needed to start a foundation that would look after skaters and protect any skateboarder who got hurt in competition.&quot;<br />
<br />
Joe Maloof, 53, and brother Gavin, 52, started the Maloof Money Cup in 2008 with advice from Brown and other top skaters, such as Ryan Sheckler. He also leaned on them for advice on how to best serve the needs of injured skaters.<br />
<br />
&quot;Skateboarding is progressing quickly right now, and with this progression comes increased risk of injury,&quot; says Sheckler. &quot;I know quite a few amateur and pro skateboarders that don't have health insurance or much savings, and those are the guys that really need the Sheckler Foundation and Maloof Skateboarding Assistance Foundation. If a serious injury ended their career these foundations could provide them the assistance they need.&quot;<br />
<br />
Joe Maloof says many mainstream sports fans don't understand the dangers faced by skateboarders.<br />
<br />
&quot;There's tremendous risk in these contests,&quot; he says. &quot;They're performing tricks that only the world's top athletes have the ability to complete. We had a duty to take the lead in taking care of our own.<br />
<br />
&quot;These aren't just kids. There are a few 15- or 16-year-olds, but most are ages 19 to 35, the same age range as NBA players.&quot;<br />
<br />
The Maloofs' act has also inspired others in the sport.<br />
<br />
On Good Friday (April 10), Pierre Andre Senizergues, owner and CEO of the etnies skate-sport footwear company is giving away 2,000 pairs of shoes to homeless people in Los Angeles.<br />
<br />
&quot;It is really important that those in a position to help give back to skateboarding and their communities,&quot; Senizergues says.<br />
<br />
The second Maloof Money Cup is offering $450,000 in prize money and will take place July 10-12 at the Orange County Fair and Event Center in Costa Mesa, Calif. NBC and MTV2 plan more than three hours of coverage.</div>

	LEGISLATIVE COUNSEL'S DIGEST<br />
<br />
<br />
   AB 874, as introduced, Saldana. Recreational activities:<br />
skateboarding.<br />
   Existing law prohibits an operator of a skateboard park from<br />
permitting any person to ride a skateboard in the park unless that<br />
person is wearing a helmet, elbow pads, and knee pads. Existing law<br />
further describes how those requirements may be satisfied with<br />
respect to a recreational skateboard facility owned or operated by a<br />
local agency, as specified.<br />
   This bill would remove the requirement that any person riding a<br />
skateboard in the park must wear elbow pads and knee pads.<br />
   Vote: majority. Appropriation: no. Fiscal committee: no.<br />
State-mandated local program: no.<br />
<br />
<br />
THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:<br />
<br />
  SECTION 1.  Section 115800 of the Health and Safety Code, as<br />
amended by Section 1 of Chapter 140 of the Statutes of 2006, is<br />
amended to read:<br />
   115800.  (a) No operator of a skateboard park shall permit any<br />
person to ride a skateboard therein, unless that person is wearing a<br />
helmet  , elbow pads, and knee pads  .<br />
   (b) With respect to any facility, owned or operated by a local<br />
public agency, that is designed and maintained for the purpose of<br />
recreational skateboard use, and that is not supervised on a regular<br />
basis, the requirements of subdivision (a) may be satisfied by<br />
compliance with the following:<br />
   (1) Adoption by the local public agency of an ordinance requiring<br />
any person riding a skateboard at the facility to wear a helmet<br />
 , elbow pads, and knee pads  .<br />
   (2) The posting of signs at the facility affording reasonable<br />
notice that any person riding a skateboard in the facility must wear<br />
a helmet  , elbow pads, and knee pads,  and that any<br />
person failing to do so will be subject to citation under the<br />
ordinance required by paragraph (1).<br />
   (c) &quot;Local public agency&quot; for purposes of this section includes,<br />
but is not limited to, a city, county, or city and county.<br />
   (d) (1) Skateboarding at any facility or park owned or operated by<br />
a public entity as a public skateboard park, as provided in<br />
paragraph (3), shall be deemed a hazardous recreational activity<br />
within the meaning of Section 831.7 of the Government Code if all of<br />
the following conditions are met:<br />
   (A) The person skateboarding is 12 years of age or older.<br />
   (B) The skateboarding activity that caused the injury was stunt,<br />
trick, or luge skateboarding.<br />
   (C) The skateboard park is on public property that complies with<br />
subdivision (a) or (b).<br />
   (2) In addition to the provisions of subdivision (c) of Section<br />
831.7 of the Government Code, nothing in this section is intended to<br />
limit the liability of a public entity with respect to any other duty<br />
imposed pursuant to existing law, including the duty to protect<br />
against dangerous conditions of public property pursuant to Chapter 2<br />
(commencing with Section 830) of Part 2 of Division 3.6 of Title 1<br />
of the Government Code. However, nothing in this section is intended<br />
to abrogate or limit any other legal rights, defenses, or immunities<br />
that may otherwise be available at law.<br />
   (3) For public skateboard parks that were constructed on or before<br />
January 1, 1998, this subdivision shall apply to hazardous<br />
recreational activity injuries incurred on or after January 1, 1998,<br />
and before January 1, 2001. For public skateboard parks that are<br />
constructed after January 1, 1998, this subdivision shall apply to<br />
hazardous recreational activity injuries incurred on or after January<br />
1, 1998, and before January 1, 2012. For purposes of this<br />
subdivision, any skateboard facility that is a movable facility shall<br />
be deemed constructed on the first date it is initially made<br />
available for use at any location by the local public agency.<br />
   (4) The appropriate local public agency shall maintain a record of<br />
all known or reported injuries incurred by a skateboarder in a<br />
public skateboard park or facility. The local public agency shall<br />
also maintain a record of all claims, paid and not paid, including<br />
any lawsuits and their results, arising from those incidents that<br />
were filed against the public agency. Beginning in 1999, copies of<br />
these records shall be filed annually, no later than January 30 each<br />
year, with the Judicial Council, which shall submit a report to the<br />
Legislature on or before March 31, 2011, on the incidences of<br />
injuries incurred, claims asserted, and the results of any lawsuit<br />
filed, by persons injured while skateboarding in public skateboard<br />
parks or facilities.<br />
   (5) This subdivision shall not apply on or after January 1, 2001,<br />
to public skateboard parks that were constructed on or before January<br />
1, 1998, but shall continue to apply to public skateboard parks that<br />
are constructed after January 1, 1998.<br />
   (e) This section shall remain in effect until January 1, 2012, and<br />
as of that date is repealed, unless a later enacted statute, enacted<br />
before January 1, 2012, deletes or extends that date.<br />
  SEC. 2.  Section 115800 of the Health and Safety Code, as amended<br />
by Section 2 of Chapter 140 of the Statutes of 2006, is amended to<br />
read:<br />
   115800.  (a) No operator of a skateboard park shall permit any<br />
person to ride a skateboard therein, unless that person is wearing a<br />
helmet  , elbow pads, and knee pads  .<br />
   (b) With respect to any facility, owned or operated by a local<br />
public agency, that is designed and maintained for the purpose of<br />
recreational skateboard use, and that is not supervised on a regular<br />
basis, the requirements of subdivision (a) may be satisfied by<br />
compliance with the following:<br />
   (1) Adoption by the local public agency of an ordinance requiring<br />
any person riding a skateboard at the facility to wear a helmet<br />
 , elbow pads, and knee pads  .<br />
   (2) The posting of signs at the facility affording reasonable<br />
notice that any person riding a skateboard in the facility must wear<br />
a helmet  , elbow pads, and knee pads,  and that any<br />
person failing to do so will be subject to citation under the<br />
ordinance required by paragraph (1).<br />
   (c) &quot;Local public agency&quot; for purposes of this section includes,<br />
but is not limited to, a city, county, or city and county.<br />
   (d) This section shall become operative on January 1, 2012.<br />

WAILUKU - Kihei Safeway employees testified they were scared and shaking after confrontations with three Kihei men turned violent early Monday as the employees tried to stop suspected shoplifters from leaving the store.<br />
<br />
&quot;My adrenalin was rushing, but at the same time I was really shaking,&quot; said Jonathan Laloulu, who works at night as a stocker at the store in Piilani Village Shopping Center.<br />
<br />
He and other employees described the 30- to 35-minute episode that included one employee being stabbed and punched and another having a shopping cart and a ceramic flower pot thrown at him. Two men were seen with kitchen knives, with one knife used to shatter a store window, according to witnesses. They also said beer bottles and cans were thrown at the front of the store.<br />
<br />
The employees described what happened during a preliminary hearing Thursday in Wailuku District Court for the three men charged in the case.<br />
<br />
Judge Mimi DesJardins ruled there was enough evidence to support charges against Chris Cudlipp, 25, and brothers Ambrose Avilla, 22, and Dayton Ikaika Avilla, 20.<br />
<br />
She kept bail at $25,100 for Cudlipp, who is charged with second-degree assault, second-degree terroristic threatening, attempted second-degree assault and fourth-degree theft.<br />
<br />
Bail remained at $15,000 for Dayton Avilla, who was charged with first-degree criminal property damage and first-degree terroristic threatening.<br />
<br />
Ambrose Avilla was being held in lieu of $20,000 bail on charges of second-degree robbery, fourth-degree theft, second-degree terroristic threatening and first-degree assault.<br />
<br />
Both Avillas are on probation.<br />
<br />
DesJardins ordered all three to stay away from Kihei Safeway if released on bail.<br />
<br />
&quot;This was an unprovoked attack on a place that is open to the public,&quot; said Deputy Prosecutor Cody Minatodani, who had argued for bail increases for all three men. She said all three posed a danger to the community.<br />
<br />
Shortly before 12:30 a.m. Monday, Laloulu said he heard Ambrose Avilla say &quot;let's do this&quot; as he and Cudlipp headed for the liquor aisle in the store.<br />
<br />
Cudlipp had a bottle of rum and steaks, and Avilla appeared to be hiding something under his shirt when Laloulu and security guard Andre Baguyo blocked the suspected shoplifters as they passed the cash registers and appeared to be heading for a store exit, Laloulu said.<br />
<br />
&quot;Ambrose gets in my face with his fists pumped up to me; it looked like almost kissing me,&quot; Laloulu said. &quot;So I just shoved him out of the way. He said, 'Oh, you want to do this? I'm not stealing nothing.' &quot;<br />
<br />
The employees said they wanted to detain Avilla and Cudlipp so they could get them to sign trespass notices to prevent them from returning to the store.<br />
<br />
Then employees heard a &quot;bang&quot; as something hit the store window.<br />
<br />
&quot;We all ducked,&quot; Baguyo said.<br />
<br />
He went outside to check on a sedan that was leaving the parking lot.<br />
<br />
Laloulu said a truck pulled up near the sidewalk outside the store with Dayton Avilla standing in the bed.<br />
<br />
&quot;He was raising his hands up like he wanted to scrap,&quot; Laloulu said. &quot;He throws a bottle or beer can and jumps out of the bed with a steak knife. Looked like he was trying to come rush us with the knife.&quot;<br />
<br />
Witnesses said several people were in or around the truck.<br />
<br />
Baguyo said he had just gotten back inside the store when &quot;beer bottles and cans were flying through the store.&quot;<br />
<br />
He said Dayton Avilla, the knife still in his hand, broke the store window from the outside, shattering glass that fell inside the store.<br />
<br />
&quot;Once the glass shattered, everybody that was in the store went crazy,&quot; said employee Omar Agor.<br />
<br />
He said he and other employees ran outside.<br />
<br />
Employee Ashley Maldonado said he stepped outside the store and was stabbed by Cudlipp, suffering a laceration to his left forearm when he blocked the knife from his torso.<br />
<br />
Maldonado said he was at the driver's side of the truck when he was hit from behind and turned to see Ambrose Avilla. Maldonado said his jaw was broken in two places and he required stitches to his arm. He testified with his jaw wired shut.<br />
<br />
Agor was standing by the door when Cudlipp began yelling and challenging him to a fight while wielding the knife.<br />
<br />
&quot;I told him if you want to fight, drop the knife, be a real man,&quot; Agor said. &quot;But he still had the knife.&quot;<br />
<br />
Agor testified he was angry and got into a confrontation with Ambrose Avilla. Agor said a flower pot was kicked, hitting him in the head. He was exchanging words with Ambrose Avilla when Dayton Avilla squeezed past his brother to grab a shopping cart, which he lifted about 3 feet off the ground, Agor said.<br />

&quot;Right when he launches it, I slap it down,&quot; Agor said. &quot;My hand hurt.&quot;<br />
<br />
&quot;They had a chance to leave if they wanted to, but they still came back,&quot; Baguyo said. &quot;They were already outside the door, but they still kept coming back.&quot;<br />
<br />
After Maldonado grabbed Ambrose Avilla inside the store, Agor said he punched a struggling Avilla three times in the face. Avilla fell to his knees, continuing to struggle until Maldonado pinned Avilla to the ground just before police arrived, Agor said.<br />
<br />
He said he didn't see anyone else hit Avilla, who suffered two black eyes, bruises and a scratch on his face, according to defense attorney Chris Dunn.<br />
<br />
Kihei patrol officer William Melton said he recovered a 12-inch-long kitchen knife with an 8-inch blade that was believed to have been wielded by Cudlipp. Melton photographed four packages of steak and a bottle of rum that were valued at $96.<br />
<br />
All three defendants were arrested at the scene. They are scheduled to be arraigned April 14 in 2nd Circuit Court.<br />

The Moorpark City Council this week unanimously approved a $1.74 million construction agreement with Upland-based California Skate Park Inc. to build the city’s first skate park.<br />
<br />
The $2.24 million project, which is expected to open in late summer, is part of an expansion of Poindexter Park at 500 Poindexter Ave.<br />
<br />
In addition to the in-ground skate park, California Skate Park will also complete a full basketball court, a new play lot designed for kids between 8 and 12, landscaping pathways and picnic amenities at Poindexter Park.<br />
<br />
The rest of Poindexter Park will be open during construction, which is expected to start this spring.<br />
<br />
The 14,000-square-foot skate park was designed by Community Works Design Group with input from area skaters and the community.<br />
<br />
California Skate Park has built skate parks recently in Fillmore and Santa Clarita, and is currently building a skate park in Venice.<br />
<br />
The council also approved on Wednesday a $47,000 contract with Santa Barbara-based Pacific Materials Laboratory for soils testing, lab work and inspections at the park.<br />
